CAIR Action Alert: Demand the Senate Stop Unauthorized War Funding and Reject U.S.-Israel Military Integration

Take action with the Council on American-Islamic Relations (CAIR) and demand your U.S. senators “VOTE NO” on the National Defense Authorization Act (NDAA) and refuse to authorize or fund President Trump’s illegal, unauthorized, and unprovoked joint U.S.-Israel war on Iran, reject excessive Pentagon spending, and remove provisions expanding U.S.-Israel military and intelligence integration.

During the August recess, CAIR and CAIR Action encouraged community members to meet with their representatives and senators about the NDAA, unauthorized war funding, and proposed defense technology and intelligence-sharing provisions. As senators return to Washington this week, constituents must demand action on those concerns.

The Senate Can Still Stop These Provisions

In June, the Senate Armed Services Committee voted 18–9 to advance the FY2027 NDAA. While a specific NDAA vote has not been announced on the Senate’s published return schedule, it could be voted on the Senate floor as early as this week, and public pressure is needed before leadership moves the legislation forward.

The House already passed its NDAA, H.R. 8800, retaining Section 219, which would establish a United States-Israel Defense Technology Cooperation Initiative. The Senate counterpart, Section 1217 of S. 4784, would expand cooperation involving: artificial intelligence, autonomous systems, cybersecurity, biotechnology, weapons development, military research, and defense production.

These provisions go beyond traditional military aid. They would create long-term institutional ties that make U.S. support for Israel harder to restrict or reverse. Congress should demand accountability for Israel’s genocide in Gaza and other grave abuses, not deepen U.S. complicity.

Separately, Section 622 of S. 4615, the Intelligence Authorization Act, would expand intelligence sharing with Israel and limit reductions in that cooperation. Congress must reject this language wherever it appears, including in NDAA amendments or a final negotiated package.

Stop Unauthorized War and Unaccountable Spending

Congress must prohibit funding for unauthorized hostilities against Iran and support enforceable War Powers measures to end the conflict. Restrictions must prevent the administration from continuing or restarting military operations through new funding streams or broad exceptions.

Lawmakers must also challenge excessive military spending. The Pentagon failed its eighth consecutive financial audit in 2025. Congress should demand transparent accounting, protect independent inspectors general, and restore effective oversight instead of approving ever-larger budgets without accountability.

Demand That Your Senators:

  • End unauthorized war funding: Support enforceable War Powers measures and prohibit funding that continues or restarts unauthorized hostilities against Iran.
  • Strike Section 1217: Reject the United States-Israel Defense Technology Cooperation Initiative and support efforts to remove its House counterpart, Section 219.
  • Reject mandatory intelligence sharing: Oppose Section 622 of S. 4615 and equivalent language in any legislative package.
  • Demand accountability: Reduce excessive Pentagon spending, strengthen independent oversight, and suspend military assistance to Israel until it withdraws from Gaza, ends settlement expansion in the West Bank, and stops unlawful military action against neighboring countries.
  • Insist on debate and recorded amendment votes: Oppose efforts to advance the NDAA without meaningful consideration of these concerns, and vote against final passage if the targeted provisions or support for unauthorized war remain.

Demand That Your Representative:

  • Press senators, congressional leadership, and House-Senate negotiators to remove the defense technology and mandatory intelligence-sharing provisions.
  • Oppose any final NDAA, conference agreement, or funding package retaining those provisions or financing unauthorized war with Iran.
  • Continue using amendments, oversight, and public advocacy to stop these policies at every remaining legislative stage.

The summer congressional recess is over and now is the time for congressional accountability. Make sure to participate in CAIR’s click-and-send alert by taking action now.
