CAIR-California Legislative & Government Affairs Manager

The California chapter of the Council on American-Islamic Relations (CAIR-CA) is hiring a Legislative and Government Affairs Manager at its Sacramento office.

Join the largest American Muslim civil rights organization on the frontlines of protecting the right to free speech, to freely practice one’s faith, to pursue employment opportunities without harassment, and to live as an active and engaged American without reprisal. The successful candidate will be comfortable working in a fast-paced and changing landscape of priorities and responsibilities and will be able to work independently and on a variety of teams.

Schedule type: Full-time

Location: Sacramento

Responsibilities:

  • Build relationships and regularly meet with elected officials to advocate for civil- and human-rights legislation.
  • Promote civic engagement (voter registration, voter education, voter turnout, town-hall discussions, volunteerism, etc.) within the Muslim community.
  • Organize statewide government-relations programs, including the annual Capitol Ramadan Reception and the annual Muslim Day at the Capitol.
  • Prepare scorecards and voter guides on local and statewide issues.
  • Develop campaigns (participating in coalitions, drafting letters, mobilizing the Muslim community and facilitating awareness) around issues relevant to CAIR’s government affairs policy agenda.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree required; postgraduate degree in a relevant field preferred.
  • Five or more years of experience in public policy and government affairs, specifically in a nonprofit advocacy organization, trade association, state legislature or Congress, or a state or federal agency. Experience working with a political action committee and/or a grassroots program preferred.
  • Excellent oral and written communication skills, including the ability to present complex information in focused public-policy and advocacy materials and experience with public speaking.
  • A track record of successful advocacy with policymakers.
  • Knowledge of state legislative processes, with an ability to apply that knowledge to coherent strategy development and implementation.
  • Proven ability to develop key relationships and identify and leverage collaborative opportunities with a range of stakeholders and diverse communities.
  • Demonstrated ability to effectively prioritize multiple projects and objectives, lead projects, and work effectively with others internally to produce positive results.
  • Strong understanding of the inner workings of state legislatures or Congress, committees, government departments and agencies.
  • Extensive experience developing policy; advocating before elected representatives, state or federal departments, and agencies; and building and working with coalitions.
  • High degree of self-motivation and creativity.
  • Basic computer proficiency including working knowledge of MS Office applications.
  • A strong commitment to civil rights and CAIR’s mission.
  • Experience working with the American Muslim community.

Reporting Relationships:

  • This position reports to the CAIR-Sacramento Valley Executive Director and works closely with the CAIR-CA Executive Directors, legislative staff and communications staff across the state.

Civil Rights Attorney

We have an immediate opening for a full-time Civil Rights Attorney to join our growing team in Sacramento. This position offers a unique opportunity to provide leadership in and work on civil rights challenges impacting American Muslims in a grassroots, community-centered environment. The Civil Rights Attorney will be expected to identify, strategize and use creative legal solutions to address systematic issues facing the American Muslim community.

Practice Areas: Civil Rights/Civil Liberties (Religious Freedom), Employment, National Security & Law Enforcement Practices

DUTIES & RESPONSIBILITIES

  • Identify, develop, and lead litigation efforts, including, preparing pleadings, motions, and briefs
  • Conduct intakes and investigate legal claims through effective communication with an incredibly diverse community
  • Manage a considerable caseload (our attorneys currently manage approximately 100+ intakes each per year)
  • Perform in-depth legal research
  • Legal writing including, but not limited to, drafting complaints, letters, and memos; and non-legal writing including drafting community advisories, issuing briefings, and reports
  • Communicate with outside parties such as attorneys, employers, law enforcement agents, administrative agencies, media contacts, etc.
  • Work to educate and empower community members on their rights through community presentations and material distributions
  • Provide expertise and guidance to the CAIR-SV legal team
  • Travel for outreach including participating in community events and coalition meetings
  • All CAIR staff are required to assist in general duties such as answering phones, weekly outreach, fundraising and other office tasks.

QUALIFICATIONS

  • Law degree from an American Bar Association accredited school
  • California State Bar admission
  • At minimum two years of experience advocating for, representing and/or litigating on behalf of clients in areas such as employment law, religious discrimination, public accommodation, denial of benefits by governmental and private actors in courts and administrative agencies
  • Strong time management skills with a demonstrated ability for meeting deadlines
  • Demonstrated problem-solving skills with outstanding attention to detail
  • Comfort working productively in a fast-paced, team-oriented environment
  • Excellent oral and written communication skills including public speaking experience
  • Experience working with people from diverse cultural and socio-economic backgrounds
  • Access to a working vehicle and the ability to drive throughout the Sacramento Valley and Central California
  • High degree of self-motivation and creativity
  • A strong commitment to civil rights and CAIR’s mission
  • Basic computer proficiency including knowledge of MS Office, MS Outlook, and WestLaw Next
  • Knowledge of cloud applications such as SharePoint, Office365, and social media applications (preferred)
  • Conversational proficiency in Arabic, Farsi or Urdu (preferred)

Immigrants' Rights Attorney

CAIR-Sacramento Valley is looking for a passionate and talented individual to become our Immigrants’ Rights Center Managing Attorney. Join one of the most dynamic teams serving the American Muslim community. This position aims to increase access to and provide culturally competent immigration legal services to members of the Sacramento Valley immigrant community.

DUTIES AND RESPONSIBILITIES INCLUDE

  • Conduct client intake, prepare applications and petitions for submission to the appropriate agency.
  • Represent clients before the USCIS and EOIR.
  • Manage caseload and supervise related casework.
  • Oversee efforts to strengthen program policies and procedures.
  • Oversee work of volunteers, including law students and pro bono attorneys.
  • Participate in community outreach and educational activities, including planning and conducting legal clinics.
  • Work in, lead or form coalitions with other organizations and collaborating with immigrant communities.
  • Research and analyze law sources such as statutes, legal articles and legal codes.
  • Prepare legal documents such as memos, motions and appeals.
  • Assess clients for other civil legal service and immigration-related needs and provide in-house referrals.
  • Assist other staff in the production of internal and external reports.
  • Write and secure grants from foundations and corporations to support immigrants’ rights work.
  • Market immigration services.
  • Other duties as needed.

REQUIRED QUALIFICATIONS

  • Law degree from an American Bar Association-accredited school.
  • Member in good standing of a state Bar.
  • 1-3 years of immigration law experience, specifically in areas of asylum, removal and naturalization.
  • Strong time management skills with a demonstrated ability for meeting deadlines.
  • Demonstrated problem-solving skills with outstanding attention to detail.
  • Comfort working productively in a fast-paced, team-oriented environment.
  • Excellent oral and written communication skills including public speaking experience.
  • Experience working with people from diverse cultural and socio-economic backgrounds.
