CAIR Says HRW, MSF Reports Showing Israel Denying Water, Ethnically-Cleansing Gaza are ‘Clear Evidence’ Biden is Violating Leahy Law

The Council on American-Islamic Relations (CAIR) today said new reports by Human Rights Watch (HRW) and Doctors Without Borders (MSF) showing that the Israeli government is pursuing an intentional policy of denying clean water to Gaza and is carrying out ethnic cleansing in the besieged Palestinian territory are “clear evidence” that the Biden Administration is Biden is violating Leahy Law.

[NOTE: The Leahy Law, prohibits the U.S. Government from using funds for assistance to units of foreign security forces where there is credible information implicating that unit in the commission of gross violations of human rights.]

A report by Human Rights Watch found that the Israeli government was engaged in “acts of genocide” by denying clean water to the people of Gaza. Israel cut off drinking water and the electricity and fuel needed to run water facilities inside Gaza, such as desalination and wastewater plants. The Israeli military bulldozed solar panels powering water facilities and attacked and prevented any repairs from happening, the report found.

A new report from Doctors Without Borders has found “clear signs of ethnic cleansing” in Gaza by Israeli attacks. “In the north of the Strip in particular, the recent military offensive is a clear illustration of the brutal war the Israeli forces are waging on Gaza, and we are witnessing clear signs of ethnic cleansing as Palestinian life is being wiped off the area,” according to the report, titled Gaza: Life in a Death Trap.

In a statement, CAIR Deputy Executive Director Edward Ahmed Mitchell said:

“These reports by respected organizations highlight what has been obvious to everyone who has taken an honest look at the actions of the far-right Israeli government in Gaza: they are waging a campaign of extermination and expulsion. Subjecting a people to relentless and indiscriminate bombing, starving them and denying them water, and expelling them from their homes is genocide. The Biden administration, which has been facilitating this genocide, must recognize this clear evidence that the Leahy Law is being violated, change course and halt all weapons shipments and economic support for the Israeli government.”

He noted that Amnesty International has also concluded that Israel is committing a genocide in Gaza.

Yesterday, CAIR said the Biden administration, through its complicity with the Gaza genocide, is responsible for the so-called “line of corpses” Israeli forces maintain in Gaza in which anyone – including children – entering the zone is shot and their bodies left to be devoured by dogs.

Earlier this week, CAIR called a report by British watchdog AirWars showed unprecedented civilian casualties in Gaza in the first 25 days of the war the “latest evidence” of the Israeli government’s genocidal intent.
