CAIR Urges Congress and All Government Bodies to Issue Ramadan Welcoming Statements, Resolutions

Muslim civil rights organization provides toolkit for Muslim community members and elected officials

Today, the Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, announced it has sent a message urging all U.S. House and Senate congressional offices to welcome the Islamic holy month of Ramadan and support Muslim-friendly resolutions recognizing Ramadan and its concluding celebratory holiday, Eid al-Fitr.

This year, Ramadan 2025 is expected to begin on or around the evening of Friday, February 28, and that Eid al-Fitr—the celebration marking the end of the month-long Ramadan fast—will begin on or about Sunday, March 30.

[NOTE: Because the start of Islamic lunar months depends on the actual sighting of the new moon, the beginning and end dates of Ramadan may vary. CAIR advises elected officials consult local Muslim communities for precise dates. For more details, visit: Islamic Events 2025 – Muslim Holidays 2025 & Festivals]

Every year, Congressman André Carson and Congresswoman Debbie Dingell respectively introduce resolutions commemorating on behalf of Congress the start of Ramadan and extending the best wishes to Muslims celebrating the Eid holidays.

CAIR also calls on government bodies at every level—including local city councils, school boards, mayor and county executive offices, state legislatures, and governors’ offices—to issue welcoming statements, proclamations, and resolutions commemorating the month-long fast and celebration.

In a statement, CAIR Director of Government Affairs Department Robert S. McCaw said:

“Ramadan offers an opportunity for all communities to come together in the spirit of unity, service, and mutual respect. We encourage all levels of government to adopt proclamations that underscore the importance of religious freedom and cultural understanding. By issuing statements or resolutions marking Ramadan and Eid, elected officials can demonstrate their commitment to inclusivity and recognize the rich diversity of our nation.”

As part of its ongoing efforts, CAIR released its updated 2025 Ramadan Toolkit, a comprehensive resource for Muslim community members and elected officials seeking practical guidance on religious accommodations and public acknowledgment of Islamic observances. The toolkit includes:

  • Template letters and resolutions to help commemorate Ramadan and Eid
  • Guidance for working with local institutions—including schools and workplaces—to secure necessary religious accommodations
  • Information on the significance of Ramadan and Eid for Muslim Americans

CAIR invites individuals, organizations, and community leaders to explore the toolkit, utilize its resources, and contribute to creating spaces that honor and respect religious traditions. By working together, we can ensure that Ramadan and Eid are times of unity, understanding, and celebration for all.
