Coalition calls on city to cancel Flock contract following disclosure that an SJPD officer was fired for violating access rules
(SANTA CLARA, CA, 9/29/2026) — The San Francisco Bay Area office of the Council on American-Islamic Relations (CAIR-SFBA), the nation’s largest Muslim civil rights and advocacy organization, will join civil rights and community organizations on Wednesday, Sept. 30, for a rally urging the City of San Jose to end its use of Flock automated license plate reader (ALPR) cameras.
The rally follows the disclosure that a San Jose Police Department (SJPD) officer was fired in February for violating rules governing access to the Flock system. Members of the Safety Over Surveillance Santa Clara County Coalition say the incident underscores longstanding concerns about the potential misuse of surveillance technology and the need for greater public oversight.

COALITION DEMANDS
The coalition is calling on the City of San Jose to:
- Cancel its contract with Flock Safety.
- If the city continues using the system, suspend the cameras until the City Auditor, in consultation with the Independent Police Auditor, completes a full audit.
- Develop audit requirements and methodology through a public process that includes community input.
- Establish clear definitions of unauthorized use.
- Provide meaningful opportunities for community organizations and residents to participate throughout the oversight process.
