The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today is urging Americans to contact their representatives to oppose Section 224 of the proposed Fiscal Year 2027 National Defense Authorization Act (NDAA). Section 224 would deepen and strengthen military integration between the United States and Israel by expanding joint defense research, weapons development, and technology sharing.
The vote on Section 224 is scheduled for June 4, 2026, during the House Armed Services Committee’s marathon NDAA markup session. Opposition to Section 224 has already drawn bipartisan concern. Representative Ro Khanna (D-CA), a member of the House Armed Services Committee, announced that he will offer an amendment to strike the provision from the NDAA during committee consideration. Representative Thomas Massie (R-KY) has also pledged to oppose the measure should it advance to the House floor, warning that the proposal raises fundamental questions about American independence and sovereignty. In a statement on social media, Massie wrote, “We are a sovereign country.” Khanna responded by pledging to work alongside Massie to remove the provision and prevent its enactment.
“Congress should not advance legislation that would further merge America’s military infrastructure, weapons development, and defense technology with Israel,” said Robert S. McCaw, Government Affairs Department Director at CAIR. “At a time when U.S.-supplied weapons have contributed to the destruction of entire neighborhoods, hospitals, schools, and places of worship in Gaza, lawmakers should be demanding greater accountability, not creating new mechanisms for deeper military integration. Section 224 threatens to lock future generations into an unprecedented military partnership that weakens congressional oversight, reduces transparency, and places American defense policy on a path increasingly intertwined with the priorities of the genocidal state of Israel. The American people deserve a foreign policy that answers to them, not one that further entrenches endless military entanglements abroad.”
Israel already receives $3.8 billion every year in guaranteed U.S. military aid under a 10-year agreement that runs through 2028. That agreement commits a total of $38 billion in military assistance over ten years.
Since October 2023, Congress has approved at least $16.3 billion in additional military aid for Israel beyond the normal annual funding.
In April 2024, Congress passed a supplemental package totaling $26.38 billion related to Israel, including billions for weapons systems, missile defense, munitions production, and replenishing weapons transferred to Israel.
Israel has received more U.S. foreign aid than any other nation in modern history, totaling more than $300 billion (inflation-adjusted) since its founding.
While Americans struggle to afford housing, healthcare, groceries, and childcare, Congress continues finding billions for foreign military commitments. Veterans sleep on the streets, hospitals are closing, and families are drowning in debt, yet lawmakers are being asked to deepen military integration with a foreign government. Congress should put the needs of the American people before predators like Israel.
