The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, is urging all Americans to use CAIR’s click-and-send action alert to call on their U.S. Representatives to support H.R. 3565, the “Block the Bombs Act.”

Championed and introduced by Representatives Delia Ramirez (D-IL), this critical legislation seeks to halt the transfer of specific offensive weapons from the United States to Israel, ensuring accountability under U.S. and international law, and preventing further complicity in Israel’s ongoing violations of human rights, war crimes, and breaches of international humanitarian law. “Every member of Congress with a shred of morality must support the ‘Block the Bombs Act.’ This bill is not merely about upholding U.S. and international law—it is an urgent moral imperative as Israel intensifies its genocide against Palestinians in Gaza and accelerates its brutal campaign of ethnic cleansing and illegal settlement expansion in the West Bank,” said CAIR National Government Affairs Director Robert S. McCaw. “Congress must act immediately to ensure U.S. weapons are not used in the massacre of Palestinian civilians and the destruction of their communities. Predictably, the pro-genocide lobby will desperately oppose this measure, but it is precisely their opposition that highlights how essential this legislation truly is.”
ABOUT THE BLOCK THE BOMBS ACT (H.R. 3565)
The Block the Bombs Act specifically prohibits the transfer of destructive defense articles including BLU–109 bunker-busting bombs, MK80 series bomb variants, GBU–39 small diameter bombs, Joint Direct Attack Munition (JDAM) assemblies, SPICE gliding bomb assemblies, and 120mm and 155mm ammunition—including white phosphorus munitions—to the Israeli military unless Congress explicitly authorizes their use and Israel provides credible assurances of compliance with international humanitarian and human rights laws.
This legislation is crucial as Israel’s ongoing assault on Gaza has killed over 60,000 Palestinians, forcibly displaced thousands through ethnic cleansing campaigns in the West Bank, and severely restricted humanitarian aid. Israel continues its illegal settlement expansions, actions widely condemned as violations of international law and U.S. policy.
Under the Arms Export Control Act and the Foreign Assistance Act, the United States must ensure its weapons are not used in human rights abuses or violations of international law. The “Block the Bombs Act” directly upholds these requirements, ensuring American foreign policy aligns with its proclaimed commitments to human rights and international norms.
CAIR encourages all Americans to demand that their representatives take a principled stand by supporting H.R. 3565 and ending U.S. complicity in human rights abuses.
