CAIR, CAIR Action Release 100-Day Agenda with Policy Proposals for Trump Administration

The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, and CAIR Action, one of the nation’s leading new Muslim political organizations, today publicly released their first collaborative policy agenda outlining proposed policies that the Trump administration should consider implementing to protect the rights of all Americans, including American Muslims, and advance justice for all.

The detailed policy agenda, which CAIR releases at the start of every new presidential administration, is this year titled “Trump Administration Second Term 100-Day Agenda: Recommendations for Protecting the Rights of All Americans & Advancing Justice for All.”

The 100-day agenda addresses issues such as religious freedom, law enforcement overreach, civil rights and U.S. foreign funding. This agenda provides a structured and unified basis for American Muslim organizations, leaders, and civically engaged community members to engage with the administration.

CAIR and CAIR Action note that every recommended policy item in this 100-day agenda will need to be campaigned for as they represent significant government reforms that will not be immediately adopted.

In a statement, CAIR National Executive Director Nihad Awad said:

“American Muslims have played a decisive role in recent elections, demonstrating our community’s growing political power and commitment to the nation’s highest ideals. By implementing any one of these 100-day recommendations, the Trump administration can show that it values this expanding electorate and is serious about safeguarding civil rights and religious freedoms for all, including the Muslim community, and advancing justice for all people.”

In a statement, CAIR Action Executive Director Basim Elkarra said:

“The Muslim community’s impact on American politics has never been greater, and our 100-day plan is a clear-eyed approach to addressing the most pressing concerns of millions of voters who have too often been overlooked. These proposals aren’t just reforms—they are a call to fully integrate American Muslims into the fabric of public life, protect their rights, and amplify their voices, while advancing justice for all. We stand ready to partner with the Congress and grassroots allies to help this administration realize a vision of genuine equality, accountability, and justice.”

Below is a high-level description of its policy objectives:

  1. Ending Federal Law Enforcement Overreach: Calls for transparency and accountability in FBI operations, unwinding the federal government’s secret watchlisting system, and respecting constitutional rights.
  2. Upholding Religious Liberty: Seeks to protect all faith communities from religious discrimination and secure the right to religious accommodations, including in schools.
  3. Reconsider Harmful Campaign Pledges: Urges an end to proposals like mass deportations of all undocumented families and any new “Muslim Ban.”
  4. Protect Civil Rights: Safeguards free speech, including the right to boycott, and protects nonprofits from unjust scrutiny or loss of tax-exempt status.
  5. Encourage Reporting of Anti-Muslim Incidents: Strengthens partnerships with federal agencies to track and respond to hate crimes and discrimination.
  6. Eliminate Interest from Federal Student Loans: Solve the student loan debt crisis by establishing interest-free, principal-only loans and canceling interest payments on existing student loan debt.
  7. Advocate for Human Rights Overseas: Demands a halt to wasting American taxpayer dollars by sending them to foreign governments that commit atrocities.
  8. Reconsider Anti-Muslim and Anti-Arab Appointees: Recommends avoiding cabinet and agency leaders with Islamophobic records and reigning in those who have already been appointed or confirmed.
