Drop Site News Exposé Cited as Coalition Warns of Israel-Based Coordination, Trump Administration Reliance, and Chilling of First Amendment Rights
This week, a national group of 70 organizations spanning Jewish, Christian, Muslim, Hindu, Unitarian, civil rights, academic, legal, peace, and human rights communities submitted a formal request to the U.S. Department of Justice’s National Security Division seeking a Foreign Agents Registration Act (FARA) investigation into Canary Mission, citing investigative reporting that raises serious questions about undisclosed foreign coordination and a covert political influence operation targeting individuals in the United States.
In response, the DOJ’s FARA Unit has confirmed it will take this letter under “advisement to determine if it raises a FARA concern.”

The letter describes Canary Mission as an anonymous pro-Israel blacklisting operation that has systematically targeted Americans, particularly Muslim, Arab, and Palestinian students and young professionals, for engaging in constitutionally protected political speech opposing war crimes, mass civilian harm, and U.S. foreign policy.
According to the coalition, materials exposed by Drop Site News reveal that Canary Mission operates through a disciplined and professionalized backend system known as “BlackNest,” featuring internal command structures, narrative and branding teams, university-specific targeting campaigns, and strategic expansion plans. System timestamps corresponding to Israeli time zones strongly indicate that Canary Mission’s operational control and infrastructure are based overseas, even as its political activities are directed at individuals and institutions in the United States.
The letter further raises serious concerns about the Trump administration’s reliance on Canary Mission materials. Unsealed court records from a 2025 federal trial revealed that officials from U.S. Immigration and Customs Enforcement and the Department of Homeland Security relied extensively on Canary Mission’s database when compiling dossiers on pro-Palestinian students and academics for deportation and visa revocation efforts. Testimony confirmed that a DHS “tiger team” used Canary Mission data to identify more than 75 percent of individuals targeted for enforcement actions, despite the site’s anonymous nature and lack of verification.
The signatories also highlight Canary Mission’s opaque funding structure. Investigative reporting by Jewish Currents documented that the organization received approximately one million dollars in foreign donations in a single year, far exceeding what has been disclosed in U.S. tax filings. That reporting further detailed the use of overseas charities and pass-through entities to obscure funding sources, raising serious questions about whether Canary Mission has evaded U.S. disclosure requirements while engaging in political activity intended to influence American institutions and public opinion.
In the letter, the organizations warn of the profound constitutional harm caused by these activities, writing:
“Canary Mission has operated as a political hit list, systematically targeting American students, professors, activists, and professionals, particularly Muslims, Arabs, Palestinians, and their allies, for engaging in constitutionally protected speech. The foreseeable and intended outcome is to punish and deter lawful political advocacy, silence dissent, and chill First Amendment protected expression in the United States.”
The groups argue that this conduct falls squarely within the scope of FARA, which requires registration by entities acting in the United States for the political benefit of a foreign government, even absent a formal agreement. They are calling on the Department of Justice to open a formal investigation, issue a written determination regarding Canary Mission’s status under FARA, require registration and full disclosure if warranted, and pursue enforcement action for any willful failure to comply with federal law.
