CAIR-SFBA Welcomes Court-Ordered Restorative Diversion in Morgan Hill Ramadan Hate Crime 

The San Francisco Bay Area office of the Council on American-Islamic Relations (CAIR-SFBA), the nation’s largest Muslim civil rights and advocacy organization, today welcomed a Santa Clara County Superior Court order that imposes comprehensive, restorative diversion conditions on the defendant in the Morgan Hill hate crime that targeted Muslim worshippers during Ramadan.

In a statement, CAIR-SFBA Civil Rights Attorney Bismah Jaffer said: 

“These orders acknowledge the harm and prioritize the safety and dignity of the South Valley Islamic Center community. Requiring training on anti-Palestinian racism is an important step toward accountability, education, and prevention.”

CAIR-SFBA Executive Director Zahra Billoo added: 

“Worshippers should never have to fear for their safety at prayers. The court’s decision affirms that anti-Palestinian racism and Islamophobia will be taken seriously,requiring specialized training as part of the meaningful, restorative consequences. We commend the community for its courage and persistence.”

CAIR-SFBA also thanked the South Valley Islamic Center leadership and congregants for their advocacy and unity since the incident and reiterated its commitment to supporting the community as the diversion requirements are implemented. 

According to CAIR’s 2025 Civil Rights Report, CAIR offices nationwide received 8,658 complaints in 2024—more than 1,800 in California—marking the highest volume since CAIR began tracking this data in 1996.
