CAIR Welcomes Reintroduction of Bill to Reestablish US Commitment to Welcome Refugees

(WASHINGTON, D.C., 3/26/2021) — The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today welcomed the re-introduction of the Guaranteed Refugee Admission Ceiling Enhancement (GRACE) Act.  

CAIR joined Church World Service and more than 40 other national immigration, civil and human rights organizations in endorsing the GRACE Act.

The GRACE Act was introduced in the House of Representatives by Senator Edward J. Markey (D-Mass.) and Representatives Zoe Lofgren (CA-19) and Joe Neguse (CO-02). The GRACE Act will strengthen the Refugee Act of 1980 by preventing the U.S. President from setting a Presidential Determination on Refugee Admissions at a level below 125,000.  

Along with this, the GRACE Act will:  

  • Automatically set the annual level of refugee admissions at 125,000 if the President fails to issue a determination by October 1, 
  • Ensure that each officer responsible for refugee admissions or resettlement treats the Presidential Determination as a goal, 
  • Encourage the President to consider the report of the United Nations High Commission on Refugees (UNHCR) on global resettlement needs when setting the Presidential Determination and determining regional allocations; and, 
  • Mandate quarterly reports to Congress with specific oversight requirements.
