The Council on American-Islamic Relations (CAIR) and CAIR Action, will release the 2025 August Recess Toolkit and host an advocacy webinar on Thursday, July 24, at 6 PM ET to prepare American Muslims and allies to engage members of Congress during the upcoming August recess.
From August 2 to September 2, Congress will be back in their home districts meeting with constituents. This presents a vital opportunity for advocates to raise their voices at town halls, in-district meetings, and community events. CAIR and CAIR Action’s 2025 August Recess Toolkit will provide the information and tools needed to take meaningful action.

Toolkit will be available for download on July 24.
The toolkit will include background, talking points, and legislative asks on the following key issues:
Issue One: Opposing the Expanded Muslim Ban and Supporting the NO BAN Act and Access to Counsel Act
- Executive Order 14161, signed by President Trump in January 2025, reintroduces and expands the 2017 Muslim Ban.
- The order targets 12 countries with full bans and 7 more with partial restrictions—primarily Muslim-majority, Black, and Brown-majority nations.
- The NO BAN Act (H.R. 924 / S. 398) and the Access to Counsel Act (H.R.944/S.391) to restore civil liberties and due process protections.
Issue Two: Stopping Another War on Iran
- President Trump’s unauthorized military strikes on Iranian nuclear sites violated constitutional and international law.
- War Powers Resolution and the No War Against Iran Act, which would block unauthorized military action and reassert Congressional authority to declare war.
Issue Three: Opposing Genocide in Gaza and Unconditional U.S. Military Aid to Israel
- Since October 2023, Israel’s military campaign in Gaza has killed over 60,000 Palestinians, injured 131,000, and displaced 1.9 million people.
- The U.S. continues to provide unconditional military aid, enabling these atrocities.
- The toolkit includes information on legislation such as the Block the Bombs Act (H.R. 3565) and reject the dangerous Bunker Buster Act, which would provide the Netanyahu government with even more destructive tools to escalate its assault on Palestinian civilians.
Issue Four: Defending Free Speech and Nonprofit Advocacy
- The Nonprofit Killer Bill Section 112209 which would give the Treasury Secretary unchecked power to revoke tax exempt status from nonprofits including mosques based on vague terrorism related accusations circumventing due process
- Misleadingly titled Countering Hate Against Israel by Federal Contractors Act (H.R. 3050) and Anti-Boycott IGO Act (H.R. 867) which seek to punish individuals and companies who engage in boycott campaigns a longstanding and protected form of peaceful protest
- Misleadingly titled Antisemitism Awareness Act (H.R. 1007/ S. 558), which requires the Department of Education to apply the controversial IHRA definition of antisemitism, conflating criticism of Israel with hate speech and chilling student activism on campuses nationwide
