CAIR Maryland Releases 2025–26 Statewide School Bullying Prevention Toolkit During National Bullying Prevention Month

The Maryland office of the Council on American-Islamic Relations (CAIR) today announced the release of its 2025–2026 Statewide School Bullying Prevention Toolkit, a comprehensive resource guide designed to help Muslim families recognize, report, and prevent bullying in Maryland schools. The toolkit launch coincides with National Bullying Prevention Month, which is October.

The updated toolkit provides step-by-step guidance on documenting incidents, understanding rights, and navigating the reporting process within local school systems. It also includes a template that families can print, complete and submit to schools and CAIR to document and report bullying and harassment,

“Every child in Maryland deserves to learn in a safe, inclusive, and respectful learning environment,” said CAIR’s Maryland Director Zainab Chaudry. “Unfortunately, too many Muslim students continue to experience bias and harassment in our public schools. This toolkit equips families with the information and resources they need to take action.”

The resource guide underscores that bullying motivated by religion, race, or national origin may constitute discriminatory harassment under federal law, triggering schools’ obligations to take appropriate action under Title VI of the Civil Rights Act and Maryland’s Education Article §7-424. It includes guidance for:

  • Identifying bullying and bias-based harassment
  • Understanding federal and state protections
  • Filing complaints with schools and the Maryland State Department of Education
  • Contacting CAIR for legal or advocacy support

“Bullying prevention isn’t just a classroom issue — it’s a civil rights issue,” added Chaudry. “Our office remains committed to partnering with schools, families, and policymakers to help cultivate healthy and safe school environments that nurture growth and development.”

Earlier this month, CAIR’s national office announced the release of its 2025-26Back-to-School Resource Guide, now available on Islamophobia.org.
