CAIR Welcomes Reintroduction of Bipartisan American Dream and Promise Act of 2025

The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today welcomed the reintroduction of the bipartisan American Dream and Promise Act of 2025 by Congresswoman Sylvia Garcia (D-TX-29) and a broad coalition of Democratic and Republican lawmakers.

This critical legislation would provide a pathway to citizenship for Dreamers—undocumented immigrants brought to the United States as children—as well as recipients of Temporary Protected Status (TPS) and Deferred Enforced Departure (DED).

The bipartisan bill has garnered nearly 200 co-sponsors and the endorsement of more than 110 organizations, and CAIR. If passed, it would ensure that Dreamers and TPS recipients—who contribute billions to the U.S. economy—are granted the security, stability, and opportunities they deserve as valued members of American society.

CAIR Government Affairs Director Robert S. McCaw issued the following statement:

“The American Dream and Promise Act of 2025 is a long-overdue measure to protect Dreamers and TPS holders who have made this country their home. These individuals are our neighbors, teachers, doctors, business owners, and essential workers. They embody the American spirit, yet for too long, they have been forced to live in legal uncertainty. CAIR strongly supports this bipartisan effort to provide a pathway to citizenship, and we call on Congress to swiftly pass this vital legislation.”

Dreamers and TPS recipients make major economic and fiscal contributions each year. DACA recipients pay approximately $6.2 billion in federal taxes and $3.3 billion in state and local taxes annually. The Center for American Progress estimates that the national GDP could grow by $799 billion over the next decade if Dreamers were provided a pathway to citizenship.

Economic models show a pathway to citizenship would increase wages for all workers in the U.S. and create hundreds of thousands of new jobs. It is estimated that DACA recipients in 2022 collectively earned nearly $27.9 billion and contributed nearly $2.1 billion to Social Security and Medicare, despite not being eligible for these benefits under current law.

CAIR remains committed to advocating for humane and just immigration policies that uphold the rights and dignity of all individuals, including Dreamers, TPS holders, and other immigrant communities.
