(WASHINGTON, D.C., 3/7/23) – On Friday, March 10 at 7 PM (ET), the Council on American-Islamic Relations (CAIR) will host a technical webinar on how to protect American Muslim community centers and Islamic houses of worship by applying to the Fiscal Year 2023 Nonprofit Security Grant Program (NSGP). The federal notice to apply for the NPSG was made public today.
The technical webinar training will feature guest presenters from the Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) Grants Program Directorate.

NPSG Program Background Information
The federal notice to apply for the NPSG was made public today. This federal grant is administered by different agencies in each state. Each state has a unique process and deadline for applying to receive funds. Some state deadlines will close by mid-March while others will close on May 18.
This $305 million grant program is a part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s urban and non-urban communities against potential attacks.

NSGP is a competitive grant program intended to provide federal funding for physical security enhancements and other security-related activities to nonprofit organizations that are at risk of attack.
Nonprofit organizations that are described as an Internal Revenue Service (IRS) 501(c)(3) entity and able to demonstrate, through the application, that the organization is at high risk of an attack.
Applicants with one site may apply for up to $150,000 for that site. Applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant.
As recently clarified by FEMA, there are no requirements for information sharing between nonprofits and federal, state, local, tribal, and territorial law enforcement to receive the grant.
CAIR notes that there is a security review performed by the DHS Office of Intelligence and Analysis on prospective recipient organizations. This security review takes place after the competitive scoring and selection process is complete. The information provided for the security review is limited to the organization’s name and physical address, as submitted by the nonprofit.
CAIR is encouraging all American Muslim community nonprofits whose security grant applications are denied this or last year to contact CAIR. CAIR will review denied grant applications with the applicant and FEMA to identify why the application was denied and possible ways to improve future applications.
FEMA’s NPSG is Not Related to DHS’s CVE, CP3, TVTP
It is important to note that FEMA’s NPSG grant program is not related to DHS Countering Violent Extremism (CVE) legacy programs like CP3 and TVTP, which CAIR and many other Muslim organizations strongly oppose. CVE legacy grant programs enable government agencies to infiltrate, profile, and otherwise single out American Muslims using debunked radicalization theories.
CAIR has documented these concerns about the federal government’s history of profiling and spying on Muslims in our short brief titled: “Community Guidance for Department of Homeland Security Nonprofit Security Grants and CVE Programing Concerns.” CAIR believes that we can continue to fight those civil rights battles while also benefiting from the security funding program provided by FEMA, which is a separate agency.
